为保证华能东方电厂煤船进出安全，对码头港池及航道回淤进行维护性疏浚，达到5万吨级标准船型通航条件。
满足港池及航道水域底高程-13.6m，宽度150m，码头前沿停泊水域底高程-13.8m（当地理论最低潮面）。疏浚工程总量约为144万立方米。
